In the U.S., there is no law that requires you to have a driver's license to buy a car. However, there are aspects of the process before and after the purchase that could prove challenging to someone without a license.
Can you rent a car without a license?
You can rent a car without a driver's license but a number of additional requirements must be met. Generally speaking, if you are not qualified to rent a car due to the lack of a valid driver's license at the time of rental, the answer is no. One notable exception is for disabled renters who have a surrogate driver.

A valid driver's license from the customer's country of residence is required and must be presented at time of rental. The driver's license must be valid for the entire rental period. Learner's Permits, Provisional or Restricted licenses. Drivers should be at least 25 years old to rent without extra fees.
What forms of ID does Hertz accept?
- A valid United States or foreign country issued driver license;
- A valid credit card with sufficient credit available and embossed with the same name as the driver's license.
- An additional credit or debit card embossed with the same name as the driver's license.
