Any shackle, or even Pewag chain, of less than 8mm can be cut with standard bolt cutters. There are hydraulic cutters that are not that expensive on Ebay etc. now (about $120), and they can exert a lot of force, but are small in size. An angle grinder will cut any padlock shackle or chain I've ever heard of.
