How To Change a Display Language on Windows 7 Without Vistalizator
"Vistalizator" won't work internal installation languages.There is an article for you.
Step 1: The Language Pack for Non-SP1 can be downloaded.
You can get the language pack exe.It's a good idea to have a file for the lp.cab.
Step 2: Go to start, search for CMD, click on it, and run it as an administrator.
Step 3: You can type it in the command prompt.
The lp.cab is LP-DE.
Step 4: You can type bcdedit when it is done.
Step 5: Then type bcdboot %WinDir%.
Step 6: Click yes if you type exit or press the red X.
Step 7: To remove the en-us, go to HKEY_LOCAL_MACHINESYSTEMCurrentControlSetControlMUIUILanguages.
Step 8: Windows will change the language when you restart your computer.
