Ramsey was the daughter of Nedra Ellen Ann and Donald Ray Paugh.An engineer and manager at Union Carbide was born in 1931.She graduated from the high school in 1975.She graduated from West Virginia University with a B.A. and was a member of Alpha Xi Delta.A journalism degree was earned in 1978.
She was crowned Miss West Virginia in 1977.Her sister, Pamela Ellen Paugh, won the Miss South Charleston title in 1980.
On November 5, 1980, she married John Ramsey.He had three children from his first marriage to Lucinda Pasch, which ended in divorce.Ramsey Burke was born on January 27, 1987.On August 6, 1990, she gave birth to their second child, JonBenét.The family moved to Boulder, Colorado in 1991.Patsy entered her in children's beauty contests when her daughter was young, and she won some titles before the age of six.
JonBenét went missing on the morning after Christmas Day 1996.Patsy found a note at the foot of the stairs that said she had been kidnapped and demanded $118,000 for her return.The Ramseys' basement was where JonBenét's body was found seven hours later.She was killed by strangulation and a blow to the head.Boulder law enforcement officials declared that Patsy and her husband were under suspicion because of their possible involvement in the murder of JonBenét.The couple spent the next 10 years defending themselves against accusations that they killed their daughter.
A grand jury voted in 1999 to indict the parents of JonBenét Ramsey on charges of child abuse resulting in death, but the Boulder District Attorney did not sign the indictment.Multiple sources, including members of the grand jury, have confirmed to the Daily Camera that Hunter refused to sign the indictment because he did not think there was enough evidence to prove the case beyond a reasonable doubt.[5]
