Before you start scrapping the Artex, you must be careful.How old is the house when the ceiling was put up?There is a risk of the artex being made from Asbestos.You must get an expert if this is the case.I wouldn't take any chances with scrapping the artex.You have two options, you can reboard then skim or coat with bonding.The guys are correct about the finish.The risk of scrapping off any abestos is eliminated by using a bonding agent to flatten the ceiling.The thickness of the bonding is dependent on how deep the artex is.Get a proffessional plasterer in.Hope this helps.Russ is the best.

Artex ceilings can be dipped or swirled.First thing to do is remove any dipples with a scraper and then apply a second coat to level the ceiling.
