The Nine-Power Treaty is an article about the principles and policies of China.

The Nine-Power Treaty Conference was convened in October of 1937 to consider "peaceable means" for ending the conflict between China and Japan that broke out in July.The Nine-Power Treaty was signed in 1922.The conference was held in Belgium in 1937.

The Japan–U.S. relationship was souring.The relationship became significant because of the Second Sino–Japanese War.The Nine-Power Treaty was signed to help resist Japanese aggression.Japan refused to participate in the conference because of its dispute with China.Germany did not participate.

The Conference opened on November 3.The Chinese troops were hoping for a western intervention that would save China from collapse while the Western powers were in session.The Conference made little progress.

Roosevelt and Hull instructed Norman H. Davis, the U.S. delegate to the conference, to keep peace and promote the maintenance of national security.Mr. Davis was told to keep in mind the interest of the United States in peace in the Pacific and the Far East, as well as the statements made by the President in his Chicago address of October 5.The primary function of the Conference was to provide a forum for constructive discussion, to formulate and suggest possible bases of settlement, and to attempt to bring the parties together through peaceful negotiation.

Davis was told that if the U.S. were to avoid an ultimate serious clash with Japan, some practical means must be found to check Japanese conquest and to make effective the collective will of the powers which desired the settlement of international controversies by peaceful means.Davis was told to keep an eye on the trend of public opinion in the United States.

On November 15, the Conference adopted a declaration affirming that the representatives of 15 states considered the conflict between China and Japan to be of concern to all countries parties to the Nine-Power Treaty.The Conference didn't have an opportunity to carry out its terms of reference because of the difference between their views.
