The American Association of Retired Persons changed its name in 1999 to reflect that it was no longer focused on American retirees.There are no age restrictions for a full membership in the organization.[18]

Lobbying efforts at the state and national governmental level are allowed by its 501(c)(4) status.The organization does not support, oppose or give money to any candidates or political parties.The revenue was $1 billion and it spent $23 million on lobbying.Middle-class security has been a priority for the organization.An annual National event and expo is one of the events that AARP provides.

The first-of-its-kind series of online and offline experiences that guide people through life transitions by helping them discover new possibilities and connect with a community of people pursuing similar passions and goals was launched by AARP.According to USA Today, the initiative is the latest step for the AARP, as it continues to rebrand itself and become the go-to address for feeling good about aging.[22]

The AARP Foundation is an affiliated charity.Security, protection and empowerment are provided by foundation programs.Older workers receive job training and placement in order to rejoin the workforce.Special attention is given to those 60 and older for free tax preparation.The legal rights of older Americans in critical health, long-term care, consumer and employment situations are protected by the Foundation's litigation staff.Information, education and services are provided to ensure that people over 50 lead lives of independence, dignity and purpose.Grants, tax-deductible contributions, and AARP are the funders of foundation programs.

The non-profit wants to win back opportunity for those now in crisis, so thousands of vulnerable low-income Americans can regain their foothold, continue to serve as anchors for their families and communities, and ensure that their best life is still within reach.Hunger, income, housing, and isolation are some of the key areas of focus.No older person feels vulnerable in a country that is free of poverty.

The Drive to End Hunger is a goal of the AARP Foundation.A relationship was formed with NASCAR driver Jeff Gordon and his team to raise awareness of hunger in America.There is a race car and related food drives.Through the Drive to End Hunger program, AARP sponsored a driver.30

The nation's first driver safety course for older adults was introduced in 1979.AARP Driver Safety, which can be completed in a classroom setting or online, teaches defensive driving techniques and provides additional information about age-related cognitive and physical changes that affect driving.Volunteers throughout the U.S. instruct and promote the course.

The Medicare Prescription Drug, Improvement, and Modernization Act, which created Medicare Part D in 2003 and also influenced the Congress by resisting changes to Social Security in 2005, was influenced by AARP's public stances.In their campaign for the 2008 elections, AARP addressed health care issues.

In a 2003 editorial in the Los Angeles Times, critic Dale Van Atta wrote that AARP was doing unauthorized lobbying for its membership and was lobbying against the best interests of its members.He said that the membership had been betrayed by the lobbying for the Medicare Prescription Drug, Improvement, and Modernization Act.70

The American Health Care Act of 2017 was strongly opposed by the AARP.71

The association earns more income from selling insurance to members than it does from membership dues.A high-deductible insurance policy that could be used with a health savings account was one of the new health insurance products offered by AARP.

In a November 2008 editorial, The Des Moines Register and the Canada Free Press called out the group for charging high membership fees and selling expensive private health care plans.75

In 2008, the senior Republican on the Senate Finance Committee said that the "limited benefit" insurance plans offered by AARP through UnitedHealth provided inadequate coverage and were marketed deceptive.One plan offered up to $5,000 for surgery.[75]

Medigap policies are marketed by AARP.Medical care reform contained a proposal to trim Medicare Advantage, which was expected to increase demand for Medigap policies.The cuts under health care reform would also apply to the Medicare Advantage plan.According to a report by the Annenberg Public Policy Center, there is a conflict of interest when it comes to supporting the Act because of the licensing of its brand to insurance dealers.[80]

BusinessWeek said in 2004 that questions have arisen in the past about whether the commercial interests of the organization may conflict with those of its members.81

During the health care debate, single-payer advocates criticized AARP for not supporting the public option.H.R. was supported by single-payer advocates.Conyers proposed 676.The statement from the organization explained why it was not supporting H.R.676:

The problems Medicare, Medicaid, and SCHIP currently face, such as the spiraling costs of procedures and prescription medications, as well as technological advances that are often not tested to be proven safe or effective before marketing, will not be eliminated by a new, single-payer program.H.R.The problem of increasing health-care costs is not addressed by 676.It allows costs to grow, which will result in unaffordable coverage.

The single-payer model would require a very significant tax increase and disrupt the system that is currently in place, according to John Rother, the former chief lobbyist.It would be possible to design a system that wouldn't have these problems.Rother said that any effort to promote single payer would be undercutting health reform since AARP's priorities now are to protect the current programs and implement theAffordable Care Act.To go to a single-payer, you have to trust the government.The climate we're in right now is hostile for things like that.[83]

The benefits of single payer would be undermined by an educational effort.There is no material relating to single-payer health insurance on the website or in the policy book of the Public Policy Institute.[83]
