Why dont secret servicemen wear bulletproof vests?
They do have body armor, but it's a separate item they wear under their clothes. A fully armored suit would be impractical. Armor is pretty heavy and stiff, it restricts movement. An agent needs to be able to move fast if there is a situation that needs handling.
Why do cops not wear full body armor?

Why do soldiers not wear bulletproof pants?
Other than the torso plate in front, most of it is soft kevlar which will not be capable of stopping rifle rounds. It's also quite heavy, bulky, and traps heat. A soldier trying to wear this on patrol would quickly suffer heat stroke if he didn't drop from exhaustion first.
Do soldiers always wear body armor?
Ballistic vests are worn by all in a combat zone where there's potential enemy contact. There are exceptions though. Some high speed units shed them to allow them to move unrestricted l, preferring speed and stealth to armor. But typically, yes, all are wearing body armor.
