Charles Henry Turner was born in Cincinnati, Ohio, on February 3, 1867.Turner's father worked as a custodian and his mother was a nurse, and the young Turner was encouraged to read and learn.
Turner graduated from the high school in 1886 as the class valedictorian.He married Leontine Troy at the University of Cincinnati in 1886.The couple had two sons, Henry and Darwin.
Turner earned a masters degree from the University of Cincinnati after graduating with a bachelor's degree.Turner had an assistantship at his alma mater from 1891 to 1893, where he worked as a teacher at a number of schools.
