Is it okay to work with two staffing agencies?
Absolutely do not pursue the same job through two different agencies. If you do, you run a very real risk of the end-client entirely rejecting your candidacy, since the client doesn't want to get in the middle of a dispute between the two suppliers over who owns your presentation.
Do temp agencies talk to each other?
Not really. Recruiters (and other HR professionals) tend to know about each other or at least know of each other once they've been around a while (locally, at least). Sometimes we talk if there's a candidate we're researching.
