What is an EEI filing agent and when do I need to file?

EEI is the data that must be filed for goods shipped from the U.S. to a foreign country.Information about the sender and receiver of the goods are included in the filing.Customs and Border Protection and the Bureau of Industry and Security use the data to help ensure compliance with U.S. export regulations.There are different aspects to EEI filings.When you need to file and when your shipment is exempt from these requirements, it's important that you understand.

When you ship via FedEx Express, you can get a streamlined electronic export information filing and shipping label preparation process.

Within 45 days of your submission, the tool will create a record for you that you can easily access online.You can use the tool by going to FedEx Global Trade Manager and clicking on the file an EEI option.All EEI records have to be retained for five years from the date of export.

The FedEx Export AgentFile solution does not support EEI filing for international air cargo shipments.You have to fax the requests.

When processing FedEx Express® shipments on fedex.com, you can authorize FedEx as your agent to file your Electronic Export Information (EEI) to the Automated Export System (AES).FedEx Export AgentFile streamlines the EEI filing and shipping label preparation process for regulatory compliance.Within 45 days of submission, the tool creates a record that you can access online.The user interface is easy to use.You can use this tool by going to FedEx Global Trade Manager and clicking on the EEI option.

The official U.S. export statistics are compiled using the EEI.The U.S. Census Bureau compiles and publishes export trade statistics for the United States.The Foreign Trade Regulations authorize the secretary of commerce, along with the secretaries of state and homeland security, to publish regulations mandating that anyone required to report export information file such information through the Automated Export System.

Section 3.1(a) of the Foreign Trade Regulations states that the Secretary of Commerce can publish regulation mandating that all persons required to file export information must do so through the Automated Export System.The secretary of commerce can use the information collected to enforce U.S. export laws and regulations.

The U.S. Census Bureau Foreign Trade Regulations require that items of domestic or foreign origin under the same commodity classification number be reported separately and listed if they are valued at more than $2,500.

EEI can only be used for official purposes by authorized federal agencies.Information may not be disclosed to anyone by any officer, employee, contractor or agent of the federal government, other than to the USPPI or the authorized agent.The EEI is only used for official purposes.

The Department of Homeland Security uses the Automated Export System to electronically declare international exports to the U.S. Census Bureau.The export trade data is collected by the U.S. Census Bureau.

The U.S. is located in the United States.The USPPI or the U.S. authorized agent can file EEI through the portal.

The EEI record is prepared and filed by an authorized agent.An authorized agent can be appointed by the USPPI if they give a power of attorney or written authorization.

A routed export transaction occurs when the Foreign Principal Party in Interest authorizes a U.S. agent to facilitate the export shipment.

The primary benefit, monetary or otherwise, from the export transaction is received by the USPPI.The person or entity is usually the U.S. seller, manufacturer or order party.

Postdeparture allows approved USPPIs to file their EEI up to 10 days after the date of export.For approved USPPIs, postdeparture filing is only available.The August 2003 moratorium on new postdeparture filers will remain in effect until further review of the program.

The USPPI or the authorized filing agent must transmit changes to the EEI as soon as they are known.

Attach an amendment email with the Shipper Reference Number or Internal Transaction Number to Memphis EEI Operations at mem-agentsed@mail.fedex.com.

There is a place on the air waybill or shipping label where the export information can be found.

The proof of filing citations, downtime, and FTR exemption legends is required for annotating the air waybill or electronic shipping label.The proof of filing citation or FTR exemption legend is required by the exporting carrier.When required, the carrier must note the proof of filing citation or FTR exemption legend on the U.S. manifest.

There is a number assigned to a shipment to confirm that an EEI transaction was accepted and is on file.Customs Border Protection can retrieve the shipment if it is on the air waybill or electronic shipping label.
