Yes, they are practical, especially if the rifle has an optic mounted that is in a configuration that prevents co-witnessing (being able to see fixed iron-sights through the optic). They are better suited to 3-gun competition than military use because they can add weight/bulk to a rifle.

Handguns are still predominantly produced with iron sights, with only a small minority of handguns being designed either solely for an optic or being able to mount an optic in conjunction with the iron sights, so that alone makes iron sights still highly relevant.

The biggest problem with iron sights in my opinion is the fact that they lack magnification, and clutter your view. I personally prefer my sight to have some sort of magnification, and to keep as much of my screen clear as possible. It makes it easier for me to aquire and track a target.
