Should I start with Consider Phlebas?
Start with Consider Phlebas. It's the first published Culture novel and the only one written from the perspective of someone outside (and fighting against) the Culture, so you get a unique perspective that won't have quite the impact if you've read one of the other books first. Then go for The Player of Games.
Where does the Culture series start?
It starts in the middle of the story; odd-numbered chapters go forward in time, and even-numbered chapters go backward in time, with a prologue and an epilogue that take place outside the timeline of the rest of the story. The Culture books can be read in any order. Use of Weapons is the first Culture novel I read.
