Chest rigs are a form of tactical gear storage that is mounted on the chest. These can be worn on top of a tactical vest, and sometimes come as a part of them. As we mentioned above one of the major benefits of chest rigs is that they allow you to carry a lot of tactical equipment, whilst keeping your hands free.
Do you wear chest rig over plate carrier?
You theoretically could, but a proper plate carrier should have PALS webbing to let you mount pouches directly. Wearing a chest rig over it would be a stopgap method if you didn't have pouches, or a way of putting pouches over an armored vest that has no provisions for carrying anything.
Are chest rigs worth it?
