Correctional facilities across the country are increasingly sending former inmates home with their funds returned on pre-paid debit cards, known in the industry as release cards. Unlike consumer debit cards, prison-issued cards are completely unregulated when it comes to the fees that can be charged.
How does prison release work?
When an offender has completed his/her sentence, he/she is released to either state supervised parole or county-level supervision also known as post-release community supervision. Offenders released from prison to state supervised parole are assigned a Parole Agent in the community where the offender will be living.
What does inmate release mean?
"RELEASED" means the inmate is no longer in BOP custody.

Also keep in mind that whatever you send an inmate they will need to store, and some correctional facilities will only allow a certain number of items to be in the inmates possession at a given time.
